It was mentioned that the Toyota was a rental. Maybe the rental car company will get wind of their actions and charge them for violating the rental agreement. While a bison calf may not be a pet, I'm pretty sure they would have grounds to apply a cleaning fee.
No, the fine won't be enough...and never will be imo.
Regarding foreign visitors, the State Department, among others, will object to big fines because it
may discourage international tourism.
And then there are all the "apologists" who make up all sorts of scenarios to excuse such behavior--and object to punishment of same.
And so we'll keep on seeing stories like this...
forever.
